Job Description

Job Summary

Site Safety Officer:

The Site Safety Officer shall be responsible for implementing, monitoring, and promoting Health, Safety, Security, and Environmental (HSSE) requirements at the assigned project site. The position shall ensure that all construction activities are carried out safely and in compliance with TCRC Group policies, applicable safety regulations, approved project procedures, and the safety requirements of the Afghanistan Standard Quality Authority (ASQA) and relevant authorities.

Key Duties and Responsibilities

  • Implement and monitor the approved Site Health, Safety, Security, and Environmental (HSSE) Plan.
  • Conduct daily safety inspections of all construction activities and identify unsafe acts, unsafe conditions, and potential hazards.
  • Ensure that all employees, contractors, subcontractors, and visitors comply with site safety rules and procedures.
  • Conduct safety inductions for newly mobilized employees, workers, contractors, and visitors before they enter or commence work at the project site.
  • Organize and conduct regular toolbox talks and safety briefings for construction workers and site personnel.
  • Ensure that all workers are provided with and properly use the required Personal Protective Equipment (PPE), including safety helmets, safety shoes, gloves, reflective vests, goggles, and other necessary equipment.
  • Identify potential hazards related to excavation, working at height, lifting operations, electrical works, machinery, scaffolding, concrete works, and other construction activities.
  • Prepare and monitor risk assessments and recommend appropriate control and preventive measures.
  • Ensure that warning signs, safety barriers, emergency exits, fire extinguishers, first-aid facilities, and other emergency equipment are available and properly maintained.
  • Inspect construction equipment, tools, scaffolding, ladders, lifting equipment, and temporary installations to identify safety deficiencies.
  • Stop or immediately report any work activity that presents a serious or immediate danger to workers, visitors, property, or the environment.
  • Investigate accidents, incidents, injuries, near misses, and unsafe occurrences and prepare incident reports with recommendations for corrective and preventive actions.
  • Maintain a register of all safety incidents, near misses, inspections, toolbox talks, training sessions, and corrective actions.
  • Follow up on identified safety observations and ensure that corrective actions are completed within the required timeframe.
  • Coordinate with the Site Project Manager, Site Engineer, QC Engineer, Site Foreman, contractors, and other project personnel on all safety-related matters.
  • Participate in daily site meetings and project coordination meetings to discuss safety performance and concerns.
  • Monitor housekeeping and ensure that construction areas, access routes, material storage areas, and workspaces are kept clean and free from unnecessary hazards.
  • Ensure safe storage and handling of construction materials, fuels, chemicals, and other potentially hazardous substances.
  • Monitor environmental protection measures, including waste management, dust control, noise reduction, and proper disposal of construction waste.
  • Ensure that emergency response procedures are understood by all relevant site personnel.
  • Assist in conducting emergency drills, including fire evacuation, medical emergencies, and other applicable emergency scenarios.
  • Maintain communication and coordination with the relevant Afghanistan Customs Office authorities regarding access, safety, security, and emergency procedures, as all project sites are located within Customs Office premises.
  • Ensure that all project personnel comply with the security and access-control requirements applicable within the Afghanistan Customs Office compounds.
  • Prepare daily, weekly, and monthly HSSE reports and submit them to the Site Project Manager and relevant TCRC management.
  • Maintain all safety records and documentation in an organized and auditable manner.
  • Promote a strong safety culture and encourage all personnel to report unsafe conditions and near misses without delay.
  • Provide recommendations to project management for improving site safety performance.
  • Perform any other safety-related duties assigned by the Site Project Manager or TCRC management.

Job Requirements

Minimum Requirements and Qualifications

  • Bachelor’s Degree in Environmental Engineering, Civil Engineering, Occupational Health and Safety, or another relevant field.
  • A recognized professional safety certification such as NEBOSH, IOSH, OSHA, or an equivalent qualification is preferred.
  • Minimum 5–7 years of relevant experience in Health, Safety, Security, and Environmental management, preferably in construction or infrastructure projects.
  • Previous experience working on construction sites is required.
  • Good knowledge of construction hazards, risk assessment, accident prevention, emergency response, and safety management systems.
  • Knowledge of applicable national and international HSE standards and construction safety practices.
  • Ability to conduct site inspections, safety training, toolbox talks, and incident investigations.
  • Good written and verbal communication English/Dari language and report-writing skills.
  • Good knowledge of Microsoft Office applications, particularly Word and Excel.
  • Ability to work effectively with engineers, contractors, laborers, government representatives, and other project stakeholders.
  • Strong observation, problem-solving, communication, and decision-making skills.
  • Ability to work independently and under pressure at remote border project locations.
  • High level of integrity, responsibility, and commitment to maintaining a safe working environment.
